Windows don't opem

I have XP Pro with all updates. Recently some odd behavior started. If
I double-click a desktop icon (or on a link if IE6) the appropriate
window does not open. Instead it creates a button on the task bar.
While not fatal, it's very annoying.

How to fix this?

Have you tried running System Restore to a point before it started
happening?

Start -> All Programs -> Accessories -> System Tools -> System Restore.
