Windows dies as it comes up

My PC is acting up. When I turn it on, it will start coming up,
sometimes displaying the desktop, sometimes just the Windows screen, and
then it dies. The screen goes blank. I have to urn it off and then back
on, sometimes several times, before it comes on well.

What should I do?
Would re-installing Windows help? Is re-installing the operating system
the same as re-installing any software- i.e., inserting the CD? Would I
lose my files? (never done before...)

Any help `appreciated...

This sounds like hardware problems, with the power supply being the
prime culprit. Here are some general hardware troubleshooting steps;
start by swapping out the psu for a known-working one:

Testing hardware failures often involves swapping out suspected parts
with known-good parts. If you can't do the testing yourself and/or are
uncomfortable opening your computer, take the machine to a professional
computer repair shop (not your local equivalent of BigStoreUSA).

Well, OK. As I said, those are *general* suggestions and steps. After
all, I can't see your computer from here. Random errors are usually
indicative of hardware issues. I would not reinstall Windows until you
know the hardware is sound. If you know the hardware is sound and you
want to reinstall Windows, you may want to try a Repair Install first.
