If it's a retail copy then contact Microsoft for a replacement.

If it's an OEM copy contact the vendor from whom you purchased it.

Another option is if you know someone who has the same type of XP
installation CD, make a copy of theirs. There is nothing unique about the
CD. It just has to match the type of CD key you have, Home v Pro, Full v.
Upgrade, Retail v generic OEM and branded OEM, and language version.

One should always have at hand a CD for the OS they want to continue to
use.

The technical word for this is "screwed." Time to buy a new copy...

Why buy a new copy, when the media can be aquired?

Even if you do have a legitimate copy of Windows, it's nigh-impossible to
get new media out of Microsoft without paying for it in my experience.
This problem is largely what motivated me to move primarily to Linux in
1996: Installation floppies for Windows 95 stopped working, and I couldn't
get new legitimate install media.

Since I made that switch, I've only had one other Windows license (XP) and I
got that for free a couple years back. Previous employer had some obscure
program that only had a windows version that they needed me to use in the
field, and I told them I wasn't about to go buy a copy of Windows for my
laptop on my dime after being alienated as a customer years prior, and
wouldn't run software I didn't have a legal license to use, so they gave me
$350 to cover gas, Windows, and lost productivity associated with dealing
with Windows for the rest of that project.
