windows can't find environment options

I get one of the following 2 messages:
1) 'The system could not find the environment option that was entered
extraction failed'
2) 'Windows cannot find (lists the web site I had just clicked to on the
previous web site) Make sure you typed the name correctly and try again"

Well, I DID type the name correctly.
I cannot access a file I have downloaded; I cannot access 'Parental
Controls', etc.

Please help! Note: I am not at all sophisticated re: computers, fixing
errors, etc.
So please respond with instructions written for in plain English, and list
each step I must take.
And thank you so much!

Are trying to search on a web site?
Are you trying to find the Ease of Access Center on Windows Vista?
If you are trying to determine how to set up parental controls on your
Windows Vista Operating system go to Help & Support, search for 'parental
controls' (without the quotes), the first response is titled "Set up
Parental Controls.

Please accept my apology. I wasn't trying to "order" the responders to do
anything! I just wanted to explain that I am somewhat computer-illiterate!

Answers:
The problem I am having now (as explained above) is recent. I have had Vista
since last summer, and I did not have the above problems until a few weeks
ago, or less.
I had already set up parental controls, and it was working perfectly. Now I
can't pull it up at all; the same goes for many other similar operations, as
well as for downloads I would like to run now.
I am not trying to search on a web site when this happens.
Do I have to fix something in the 'environment' (?), etc.
