"Windows cannot find ***" - programs won't run

System running XP Pro. Cleared of virii and trojans. It is not
known if this following problem existed before cleaning the hard
drive:-

Windows starts up as normal and you can run IE but all other programs
refuse to start giving an error message that "Windows cannot find"
rundll32.exe or other program executables like Winword. These files
are there in the correct locations. Is there any way to fix this
problem short of a full re-install? Many thanks for any help.
 
Well, you can clear out all the virus files, but that
won't repair the damaged caused by the virus files.
