windows cannot accesss the specified device

when clicking the clock on the toolbar to watch the date, an error message appears with the text above. same goes to user accounts. what to do?

Windows cannot access the specified device, path, or file. You
may not have the appropriate permissions to access the item.

Common causes for this include a 3rd party program running in memory,
Antivirus program preventing access to a resource, or infection (malware).
