windows being dragged off screen

I hadn't noticed this before but open windows can now be dragged completely
off screen unless they are maximised, then they are locked to the screen
size.

How do I stop windows being dragged offscreen?

You can't, it's the way Windows works.

First I would find out which idiot user was doing this and never
let them back on my computer. It takes real skill to fully
remove a windows from the monitor.

However, it is fairly easy to return the window to your desktop.
Press [alt]+[tab] until the missing program is the active
program. Then press [alt]+[spacebar]. then [M]. This will
activate the move window feature and you can use the arrow keys
to return the window to the desktop.
