A server is a computer that responds to requests from other computer. If
Windows is acting as a server, it means that some other computer is
requesting something from it.
I suspect you are asking this question because your firewall software is
popping up a message asking you if you want to allow Windows to act as a
server (or it is asking if a specific program should act as a server).
If you are running a program that *should* respond to requests from other
computers, such as a web server, then this would be acceptable. If your
computer is being asked to respond in some way to another computer and you
can not explain why (or did not initiate any program that would require it),
then chances are, you DO NOT want your computer to act as a server because
this most likely is a hack attempt into your pc.
