Right-click on the desktop, choose Personalize. In the dialog box that
opens, click on Window Color and Appearance. Make sure there is a check in
the box that preceeds "Enable transparency" Then adjust the Color Intensity
slider.
Certain toolbars and tray icons will cause the taskbar transparency to
become disabled. For example, the Yahoo Search toolbar. This is likely due
to the toolbar not being fully compatible with Aero. Try disabling any
toolbars you may have installed. Also, when windows are maximized,
transparency is disabled. Not sure why, but it's consistent.
