Windows 98 frontpage express installation probs

I am running Win98 and would like to start building my own web pages.
I have tried to use the web publishing wizard on win98 and also the personal web server however it says i need to insert my win 98 cd & I dont have one as my pc was a package deal & all software supplied or already installed. I had thought that front page express was standard on win 98? Any suggestions appreciated. Thanks

DarkRats is right, MS no longer makes this available to the best of my knowledge.

Honesty, you can also find CD versions of 98, 2000 etc on EBay or other auction sites. Although I have 2003, I still use 2000.
