cannot create new user in windows 2003 because of
password policy. even if I create a password with 30
letters and numbers it still does not work.
 
Password policy? If you have complexity set then you need 3 out of 4
of "small letters, capital letters, numbers, AND special characters.)
 
Alex,

Verify the domain password policy setting at the following location

dsa.msc -> right click on your domain name
then
Computer Configuration\Windows Settings\Security Settings\Password Policy

Verify those settings and make changes as needed
If you have multiple DC's, then I would replicate between all the DC's
using dssite.msc prior to trying to create new users.
