Window XP setup floppy boot disks

I am trying to make a set of floppy boot disks and have
downloaded the file from Microsoft. When I try to make the
disks it completes 7% them a message comes up that says:
The drive can not find the sector requested.It stops at
this point. What am I doing wrong?

The floppy disk might be damaged. Try using a different one.
