During Windows boot, program locks up and freezes the screen. Turn computer
off and restart in safe mode, i can half way work. Any suggestions

Do you restarted in safe mode. And what happens then?

If you can restart in safe mode. Go to Start Menu -> Run -> and type
msconfig there, and go to statup and remove any unnecessary programs.
