Window won't close

I have a window titled "Messenger Service" that will not close. It says
:Stop! Windows requires immediate attention. Windows has found 55 critical
system errors.Thenit leads me to www.regfixit.com and for a fee they can fix
it. Do I have to pay this in order to get the window to close? Is this a scam?
