Window Taskbar--HOW DO YOU MOVE IT?

My mom accidentally messed up the taskbar and got it stretched out all the
way to the top of the page. Now, no matter how hard I try, I can't get it
back to it's normal place at the bottom of the screen, and it's driving me
nuts! I can get the left-and-right arrow to come up, but not the up-and-down
arrow. Help! Please!
 
Right click on taskbar>Unlock the taskbar>now with the help of mouse you
try dragging back to the bottom then click Lock the taskbar.

But I can't get the taskbar to move up and down. I can only get it to move
left and right.

If the taskbar is unlocked, press/hold down the left mouse button on an empty
space in the taskbar.
Drag it back to the bottom and release the mouse button.
Re-lock the taskbar.

Not sure you are getting the response provided. That error can and does
happen, not uncommon. All you have to do is click a blank spot in the task
bar and drag it to where ever you want it - top, bottom or either side. It
probably isn't locked as it wouldn't have moved around in the first place,
but check just in case per the original response.
