Window hangs on Saving your Settings

Windows with IE7 hand when closing down on Saving Your Settings. I checked
all the possiblilties but five out of six times it hangs on.
 
control panel,performance and maintainance, administrative tools,
services, and look at were it says status, and most of the services
will say started but if any say starting right click on them and select
properties and where it says startup type click on the drop down arrow
and select disabld (it may take a while to disable it took me 1 hour
when we had that problem).

The First Question Of Troubleshooting: what changed between the time
things worked and the time they didn't?

The Second Question of Windows Troubleshooting: what is the
malware/virus status of the machine? If you think it is clean, what
programs (and versions) did you use to determine this?
