Window$ Freeware to create a RAR?

I see plenty that decode RAR's. but so far - none that create them.

Should you use the mailblocks package and expect a response from me,
you should preauthorize the dissensoftware.com domain.

I very rarely bother responding to challenge/response systems,
especially those from irresponsible companies.

I checked the software I use and none encode rar. Found this on one of
the websites: can only extract RAR files due to copyright issues. Eugene
Roshal of RarSoft, the company that makes WinRAR, doesn't allow other
utilities to create RAR archive files.

Why bother with RAR, when the 7-zip format is very good and free?
