Windos shuts down and starts up automatically

when i shut down my computer windows displays,windows is saving settings,then,windows is shuting down.then the wait is on and to no avail.so i have to shut down the main power switch in the back of the machine.ive checked all my power settings and every thing seems to be normal.any ideas were to start or look first.can installed software hang-up windows after settings have been saved and it displays, I tried a few setting under F2 on startup with no avail and system restore is not an option cause of another problem. How is this fixed and not wrote over by installing windows?
