WinDoctor message

After running Norton WinDoctor, I got the following
message:

C:\ProgramFiles\CommonFiles\InstallShield\Professional\Run
time\0701\Intell32\DotNetInstaller.exe Cannot access a
necessary file, "Mscoree.dll".

Norton cannot fix, and in trying to find fixes, have been
referred to several "free" downloads that then want $40+
dollars for the "unlock" code, or "fix" keys.

Since none of the searches seem to specificall address
the named problem, I need to know a couple of things:
First, is this a serious problem (Norton calls it Medium,
whatever that means) Two, is there an easy fix (I am on
an Emachines unit, which means the OEM compressed disk
for XP, and three, what kinds of problems does this
MSCoree.dll possibly cause?
 
The missing "mscore.dll" file is not missing. Nor is there a problem
with Windows XP or Norton's Win Doctor. All you have to do is go
to Windows Update and download the update called ".NET Framework".
Once you have restarted your computer, check for Windows problems
using the Norton Win Doctor and it should be fixed.
