I've got XP SP2 on a machine that used to have win98 on it. There's a
folder called win98cab still present on the HD. Is this doing anything;
can it be removed? It's about 120 MB of data. I've got bags of room on
my drive, so space isn't an issue. I just don't want to clean it out if
something mysterious will go wonky after I do.

You could always try renaming the folder to something like win98cab.old or
something like that. Then leave it like that for a month or so (doing
windows updates and other things during this time) and be sure that nothing
is looking for it (you get no errors). If after an appropriate amount of
time you have not had any errors, delete it!

If you are now WinXP and have remnant Win98 installation files (CAB files) delete them.

Kill it. It's just a copy of the win98cd install files.
