win98 iexplore errors after latest nov 12 critical update

i have windows 98 se, using latest version of internet
explorer. i just downloaded and installed the latest
critical update for internet explorer that was released on
nov 12, but now, whenever using internet explorer, i get
error messages, specifically dealing with mshtml.dll - i
ran sfc and extracted mshtml.dll and everything works fine
again, but windows now says i need to download the latest
critical update - again!

i want internet explorer to work, but also want the latest
critical update. any ideas why this happens with win98 or
how to fix?

First eliminate any scumware.
