Does anyone know how to set the security on a folder so it
allows users to creat new sub-folders, but it doesn't
allow them to change the permission on the folder they
created? I want to give certain groups modify permission,
but if they creat a subfolder they are owners of that
folder and thus can define the subfolder not to allow
administrators access. Of course, administrator can just
take ownership of all the folders, but I'd rather not have
to do that. Any insight would be appreciated.

The owner of a file or folder always has the right to change
permissions. Other than to takeaway ownership, I don't think there's
any way to prevent this.
