win2k pc won't start

don't know if i've posted in the right area...but here
goes, i have a dell latitude CSx H running win2k.
yesterday morning, it stopped booting, i.e. when i press
the on/off button, the fan starts and spins for about 10
secs -- and then the computer shuts off. i can hear the
harddisk spinning a little during this time. nothing is
shown on the screen -- and there is no opportunity to
enter "setup" so i can't even get to safe mode.

the dell product recovery disk with win2k on it doesn't
have a bootdisk directory from which i can make the setup
disks.

questions:

1) what is going on?
2) how can i get this computer to boot? even safe boot?
3) where can i get a bootdisk utility so that i can
create win2k boot disks?

Sounds like you need a new power supply - only about $90 australian.

by "power supply" do you mean something internal to the
computer? i've changed the power cord and the battery --
but neither make a difference...thanks...nil
