Win2K--Can't launch apps from D/T

I'm running W2K Pro w/SP4 and after deleting several
spyware apps I'm down to this problem. I can't launch any
apps except Outlook & IE from the desktop or Start Menu.
In the event viewer I have the msg. Event ID 1000 & 1202;
I've run the W2K repair using my ERD, but it didn't help
because with every attempt to run an app it gives me an
error: access to file, path, etc. is denied, make sure
path is correct; it also gives error upon bootup that
OSA9.exe couldn't be loaded. I have limited success
running HJT and SpybotSD from the command prompt, but
nothing there gives any other clues--also ran CWShredder.
Any suggestions are welcomed.

I just recalled the actual error msg: Access to specified
device, path or filename is denied. That's what I get when
I click on any shortcut and also most functions within the
Control Panel.
