Win XP SP1 Install Problems

How come when i try to install Win XP SP1 i get a error
that says that

"The file c:\windows\system32\drivers\atapi.sys is open
or in use by another application, Close all other
applications and click Retry".

What would cause this error??

If you have virtual drives, disable them temporarily.
