Win XP Pro installation problem

I have a problem that I have not seen before. When I install
When installing Win XP Pro on a new system with a SATA drive, it does not
give me a format option, but goes straight into installing windows files.
Then, when it tries to bring up windows, I get a blue screen with the error
OX0000007B shutting down windows to protect the system. I formatted the
drive on another computer--still same. I tried another identical drive,
still same. I have rechecked all the setups.
I used a different Win XP Pro disk--still same. I have rechecked all my
connections
as well as the motherboard. I built a similar system two months ago with
this same model motherboard and hard drive with no issues.
HELP. I have a customer waiting for this system.
 
Have read as well as Microsoft and Seagate and Asus website. Apparently,
the Disk controller is not being read by the windows, etc. The SATA HDD
and the floppy are not showing in the posts screen but they are showing
in the BIOS and have been configured for boot, SATA, etc. Any suggestions
would be helpful. Was told to download the Seagate utility and that it would
run without windows installed. I cannot get it to run.
