Win XP Power Options Corrupted

On my Toshiba Satellite the Power Schemes list under Control Panel/ Power Options Properties have become corrupted and there are now no entries in the dropdown list (greyed out)

I have tried every source at my disposal (including Toshiba support) and no-one seems to know how to restore these entries or even what/where the source file is

Can anyone here point me in the right direction

A friend of mine has a Toshiba Satellite and the same thing. His solution
was to re-install. Apparently all the Toshiba Satellites are installed like
that.
