win XP Outlook Express

I have a problem, I had a power outage, I have a surge protector. I was in
the process of sending and receiving some mail. When the system came back
up, my Outlook Express will not function.
Service tech says a complete restore, I have tried to restore to an earlier
date, no help, I tried updates, no help. I can open the Outlook Express now,
but I can not delete what is in the in box. I found this link and opened the
OE by adding this group to my system.
My system is set up so that when on start up, it automatically opens OE, I
also have a icon on the desk top. Neither of these function now.
With my old 98 program I could find my way into the system and completely
delete the inbox , etc. reboot and it would automatically restore a new
folder for me. I can not find this on this XP system, to get that a try.
When I try to delete from the inbox now, all I get is OE is not responding.
Any help??
