Windows ME allowed the user to place graphics on the desktop that were
stored on that PC. Win-XP only seems to allow one to place a graphic
onscreen from another website.
Is there a way around this?

Sorry, I've read this several times, but I can't understand what
you're asking. Can you be more explicit, please? What do you mean by
"place graphics on the desktop"? Are you talking about wallpaper?
Something else?

What do you mean by "seems to allow one to place a graphic onscreen
from another website"? What other web site? Which was the first web
site?

Exactly what are you trying to accomplish. Exactly what are doing to
make it happen? Exactly what happens when you try? Please provide the
exact verbatim text of any error messages you get.
 
Win-ME allowed one to put a graphics file resident on HD to the screen.
Win-XP only allows an active connection to a web-site which has a graphic of
interest. This takes place with a right mouse click selecting'Make image a
desktop
item.' These images are not stored on the users PC but instead the PC must
connect
to the other web-site to access the image.
