Hi,

You will need either a WinXP CD or the boot floppy set.

Here is a link to Microsoft that descirbes this problem; however, I am
assuming you have already checked it. http://support.microsoft.com/kb/307545
These instructions are only good if you have a copy of the XP install disk
(not bootdisk). If not there are some third party tools, one that comes to
mind is Hiren's boot cd which can be located via google search, it is free
and is downloaded as a iso image which needs to be burned to cd. Hirens has
tools that allow you to make edits even in a NTFS environment. If this is a
OEM istallation of windows sometimes there are password issues installed in
the reg that may have conflicts.
If you do have a copy of XP another solution would be to do a google search
for BartPE (this is similar to XP's Blue Disk which is a I.T. tool but not
available to the end user). Download and follow directions to create a live
bootable cd, this is good for editting systems that can not boot.

where can i get a boot floppy to down load?

possible the windows xp pro disk might work. The corrupted file you are
referring to is in regards to system hardware configuration and not o/s. The
xp pro disk will work to create the BartPe disk (which by the way is one of
the best admin tools). The files in question that need to be copied are of
the generic nature. When using this select the recovery consol option and
not the clean install or the fix a existing installation of windows.

Either call Dell tech support or take the machine to a professional
computer repair shop (not your local version of BigStoreUSA). Even if
you could get a Hiren's bootdisk made, you won't know what to do with
it. I am not saying this to hurt your feelings, just being practical.
