Trying to run Windows update and the systems post a
window to indicate which user I wish to run as. Current
user has administrator rights. Once I have responded to
the initial message, system post window asking if I want
activeX allowed. Whether I respond yes or no, the system
then tells me I need to be an administrator. I Am.
What's Up or messed up that causes update to not be able
to scan and provide updates.

Try re-registering the following .dll files
Softpub.dll
Wintrust.dll
Initpki.dll
Urlmon.dll

1. Click Start >Run and type
regsvr32 Softpub.dll
Click okay to register it
2. Repeat the process for the other .dll files.
3. Restart your computer and try the update site again.

if the above doesn't help -
