Will VS 2000 use framework 1.1?

I have got both VS 2000 and 2003 and framework 1.0 and 1.1 installed on my
machine.
Will VS 2000 use framework 1.1 in this case?
Or VS 2000 use 1.0 and VS 2003 use 1.1?

you can do 1.1, without vs2003 from the 1.1 sdk command line compiler if need be.
