Will Receive, Won't Send.

I have Outlook 2003. I can receive and send e-mails on
Outlook Express just fine. I can receive e-mails on
Outlook. I just can't send e-mails in Outlook. They just
sit in my outbox. I have all the correct little check
boxes checked in the tools options dialogue boxes--I went
over them with a techie from my internet provider,
Earthlink.
Here's the truly weird part...the "Send/receive All"
button is missing. Sometimes it's there for a second or
two when I start up, then it disappears. It's not lurking
in Tools Customize either.
I first was using the Outlook 2003 Trial version, then
removed it and installed the full Outlook 2003
Professional. I had the identical problem in both.
Help (not that I'm really expecting any).
I have full virus protection from McAfee with all the
latest updates. I have all the latest downloads from
Microsoft also.
 
I found it!!!
To resolve this problem, you must create an Outlook
profile. To do so, follow these steps:
Click Start, and then click Control Panel.
Double-click the Mail icon.
Click Show Profiles.
In the Mail dialog box, click Add.
Follow the prompts of the Inbox Setup Wizard.
