Older dell (OptiPlex GX400)-- had upgraded to XP last year. Now will
not boot -- starts and then get BSOD. Cannot read what it says as
reboots -- how do I disable rebooting?

Start with testing the memory and hard drive. Open the case, blow out all
the dust, clean the fans, make sure all memory modules and cards are
properly seated. All connections tight. While in there check for bulging
capacitors on the motherboard.

Let them run for some time, not just a single pass.

Download a drive diagnostic utility from the hard drive manufacturer's web
site. That will create a bootable floppy or CD. Boot from it and run them.
