I purchased my computer with Windows ME. Will a "Windows
XP Home Edition OEM Product" upgrade my system without
loss of personal files on my hard drive?

No. OEM versions do not do upgrades of existing installed Windows
versions.

What you can do is to use the Files And Settings Transfer Wizard from
the XP CDROM to save your user data files and configuration settings
to a backup device, another hard drive partition, or a network drive.

Then you can install your OEM XP as a clean install. After you have
reinstalled the applications you can then run FASTW from within
Windows XP to import the saved files and settings.

Former MVP Gary Woodruff has an article on using FASTW which you will
find at http://www.aumha.org/win5/a/fast.htm

Good luck

No.

An OEM CD cannot be used to perform an upgrade of an earlier OS,
as it was designed to be installed _only_ upon an empty hard drive.
It can still be used to perform a repair installation (a.k.a. an
in-place upgrade) of an existing WinXP installation.
