Why won't my computer shut down?

Have Win XP Home. I log off first then when the next screen comes up, click on turn computer off. Then rather than totally shutting down (Like it was 7-8 days ago), it restarts. Obviously, I get fed up with it, and just hit the main power switch on surge protector, but then when computer boots, of course improper shut down, etc. How can I get my computer the shut down and stay down without reverting to go back?

but I had to go to housecall at trendmicro to get a freescan of m
computer to remove the virus I had already gotten. Once cleared I coul
turn off as normal
