Why won't my BIOS access work?

I cannot access my BIOS. I have tried all the simple ways to do it but will
not work. Are there any EXPERTS in this area? I need to get into BIOS
becasue my computer will not BOOT. It will go to MSDOS and request a
"BUILT-IN HDD PASSWORD" to which I have NO earthly Idea what it is as I never
set one.

If I could access BIOS I think I could reset the passwords. Am I wrong?

FWIW
Laptops are pretty specialized in how they handle boots. You are not
booting into 'setup' and I would suggest going to a Toshiba
dealer/service center near you and getting it fixed. If you are in
Atlanta try Roberts Computer or call 7703959299 and ask them
for a shop in your area. Toshiba is all they service.

Flash a bios only when necessary, information can be found in the link below
for most systems.

Only you know what
motherboard and BIOS you have, so only you know the answer to your
question. ;-}

Password protected hard drives are an option available from some OEMs.
Contact the computer's manufacturer for assistance.
