Why WGA Notification KB905474 never come to Windows user in China?

I've checked my Simplified Chinese Windows's update history from June to
August,
KB905474 WGA Nofification is NOT there. (I'm using genunie Windows)

I asked around in a Chinese forum, no, nobody got KB905474 except few users
using Windows XP of other languages.

I wonder why Microsoft doesn't apply KB905474 to mainland China where over
90% of home users running pirated Windows ?

On the other hand, Traditional Chinese Windows users in Taiwan and Hong Kong
do get KB905474? Microsoft still tolerate Chinese piracy as she used to be
???

I think MS realised that it would be a good idea to leave the area where
99.9% of pirated MS software is in use, to the last :-) :-)

Even when pirated, Microsoft counts these Windows units in
its tally of the number of Windows XP sold or in use.

Microsoft haven't sold any copies of XP in China according to official
figures.
