Why were changed dates of Windows, System32?

I have WinXP + SP2 + avast, everything works properly for 4 years
approximately. Suddenly I noticed that the dates of some folders were
changed to the current or recent. There were changed dates of Windows,
System32 and a few non-system folders. But, for example, date of the
Documents and Settings was not changed, it's 2004. I thought these dates are
dates of folder creation. Is it not true?
Why this happens?

Windows XP has this annoying habit of updating the folder modified date if
you modify any of the files contained within that folder, which is most
annoying. (I even tried the alleged registry fix for this, but it still
doesn't prevent the folder date from being modified (i.e. being updated to
the last file change made within the folder)
