Why some files are not blue?

In some folders, some files are blue and some are black color. Can't figure
out what that means?

The blue ones are compressed. The black ones aren't. Don't worry about it.

It shows which files are encrypted (green) or compressed (blue). This is
optional and is enabled or disabled via Control Panel > Folder Options > View >
check/uncheck "Show encrypted or compressed NTFS files in color".

Disable to show all in black.

If enabled and you want to change the color(s), install Tweak UI and change to
suit.
