Why so many .lnk files?

Every day I find dozens of "broken" .lnk files on the hard drive. I clear
them out with Norton Cleansweep. Most of the links are to internet sites,
and some arise from saving text documents frequenlty while I type.

How can I prevent all these links from forming?

Knowing *where* they are created might clarify the issue, but I would
guess that they are simply links to recently opened files. Windows would
clean these up of its own accord, given the opportunity.
