why outlook would not send a web page?

On the IE7 when I choose 'send page by e-mail...' my Outlook 2003, set on
Word as the editor an HTML, will send a blank page with a message on the
subject line ' Emailing wont send page...(name of page.) Any way out of it?
 
Do you get this message with every page or just some? If you send the
message, does the recipient receive the attachment?
