Since the last upgrades to Vista & Outlook y cannot open links from an E-Mail
or news I receive.

The messages that contain the links you are trying to use are located in
your "Inbox" or "Junk Email" folder? Keep in mind that messages stored in
"Junk E-mail" folder will have their links disabled by default.

The messages says there are restrictions and to see the admin? This is a
problem with IE, its not an Outlook error. You need to reset your internet
settings in IE's Tools, Internet Options, Advanced tab. (Or Control panel,
Internet options, Advanced tab).
See http://www.slipstick.com/problems/link_restrict.htm for more
information.

if not, please explain the problem with more detail.
