While, now it really takes a while to initiate my Outlook 2002. I check the
office update website, I don't need to update anything. But sometimes, the
outlook gets freeze and sometime dead. I don't know what's going on? Anyone
has similar experience here? I want to solve it, caz sometimes, when you send
an email, and the Outlook is just dead.

Disable Windows Messenger integration and see if it still happens. Tools->
Options-> tab Other

In addition to what Robert said, delete ot rename the file outcmd.dat in the
(hidden) folder
%AppData%\Microsoft\Outlook

I haven't had any problem opening Outlook 2002 but I am having problems
sending, and possibly receiving, email. I get the Send/Receive error
several times a day, usually when there is something in my outbox.
When sending messages, 3 out of 5 times I have to close Outlook and
reopen it before messages in my outbox can be sent. Once the messages
are sent Outlook just stalls for awhile, and sometimes any other
applications I'm running stall at the same time. The Messenger
integration is not on and I tried deleting the outcmd.dat file. I then
sent several test messages and didn't get the hung-up Outbox problem,
but I did get the usual stall after the messages were sent.

I'm running Outlook 2002, SP3, on Windows 2K Pro, and NortonAntivirus
2000. The problem has been getting worse and I don't know what is
different now except Windows and Office updates that might have been
installed.

A coworker is using the same Windows, Outlook, and NAV, and also uses
the same ISP I do. Is this likely an Outlook, ISP, or Norton problem?

Thanks.

I you have Notron AV scanning messages, this can cause the slowdown you see.
Don't scan mail, expecially outgoing mail.
