Why is outlook message received in code?

I recently started receiving messages from only one sender that always looks
something like this:
b=TG4NiWrIkgsJUB+zq0a76J1rlP7L0RbdLxdEI8YCA57bsRKmexVqdjzZTgLsuMOimrOWPXMlvmgl3aQjCQzDeq6vuwUo2eKCzqutGVvvx4dSr0rH8nyNeZb1W6vW/FozBEmsZL9fdcL5O3vGH5CdM2/OZimj+MLDEqoDKYmBLzk=;
The messages were previously fine, but now are gobbleDgoop. The only thing
that happened was Hurricane Ike and our power outage. I have Outlook 2002 on
Windows Vista.

Outlook 2002 is not supported on Vista.
