Why is my response so slow?

I'm running XP pro, sp2.

Why is there such a long delay when I try to bring up the control panel
window? Even when I'm not running any user applications, the flashlight
icon pops up for about 3 seconds while the icons for the control panel
populate. I'm using an Intel D915GAV motherboard, 3 GHz, 500 MHZ front-side
bus, half a gig of ram. Background apps running are McAfee security center,
HP director, sygate firewall, Creative Cam detector, Yahoo Messenger
(loaded but disabled), PGP and volume control.

Shouldn't this be more like a few milliseconds?

To populate the Control Panel should be about 1 to 2 seconds, not
miliseconds depending on the size of your harddrive. Looks like you
need to do some system cleaning and a Defrag. Also, check here to
see what it actually loads at Startup.
Start>Run>type MSCONFIG and click OK>Startup tab. Now see what
is checked/enabled. You can uncheck what you do not need to run, but
do not disable your anti-virus app. Click Apply>Close>reboot your system
and check the Control Panel again.
