Why IE6 scrollbar jumps multiple times?

Why does the IE6 vertical scrollbar jump multiple times
for some web pages, but not for others?

If this is a configuation option, can someone tell me how
to disable this?

If this is a defect, can someone provide a pointer to the
knowledge base report and patch information?

More specifically, for some web pages, when I place the
mouse cursor well below or above the scroll "button" and
click, IE will scroll multiple screens. The number of
"jumps" seems to be random: usually 3, but I have seen
as many as 4-5 (I lost count) and as few as 2.

(I used to think it scolled to the cursor. But that seems
to be a coincidence.)

I want IE to scroll one page per mouse click.

I vaguely recall (perhaps incorrectly) that this was a
defect (or well-intentioned, but ill-thought feature)
that was fixed in some patch.

But it might have reappeared in a later patch. Or my
sys admin might have removed the necessary patch.

The revision information for IE6 is as follows:

This scrolling problem was caused by the Q824145 patch. Workarounds are:
Click close to the slider
Drag the slider
Use the mouse wheel
Use the page up & page down keys
I don't have update numbers at hand, but the next update after 824145 didn't
fix this- the one after that did.

Your sysadmin is *way* behind on updates.

A bug like this appeared after installing a Microsoft patch released in
about October of 2003. It took several months to fix it. Several very
annoying months.
