Why Flash max's out CPU

We have a flash app that, when run on a HPt5700 (1.1GHz Carusoe and 512 Mb
ram) maxes out the cpu according to task mangler. The same app, when run on a
PC using XP and exact same cpu / ram, barely makes a ding. We've minimized
the footprint, animations, and any running timers but it still goes to the
redline and stays there. What gives? I'm at my wits end in figuring this one
out.

It would be hard to help you not knowing what was included in your image.
Since you are facing problems with particular software, did you check available updates (bug fixes) for it?
What version of the "Shockwave Flash" is included in your image? There was Hotfix Q824704 for it that you may want to have in your
image.
In case you don't have the development project for the image running on your device, you may want to contact HP and see if they can
help you.

One more note - flash AFAIK is demanding video performance. Do you have
the video driver properly installed?
 
I've loaded and reloaded the video drivers for the system. Part of the
problem, I think, is we're running at 1280 x 1024. I know this pushes the
video hard for these systems but it shouldn't bee this bad
