Why don't I see the Tracking tab all the time?

Some of my sent items show the "i" icon for the Tracking tab and some don't.
Why? and how do I get them all to show the Tracking tab? I can send mail to
different contacts yet they all will not have the tracking tab.

The tracking tab only shows on items where tracking information has been
saved.
 
Save them where? They have to stay in the Inbox long enough for Outlook to process them in the background.

The Tracking tab doesn't appear until you open the Read Receipt. I also have
a few options checked under Tools, Options, Tracking Options: Process
Requests on responses on arrival, Process receipts on arrival and under For
All Messages I sent, request Read Receipt.
