Why doesn't program come forward?

I'm running WinXP Pro. When I click a window that is behind another
window, sometimes it moves to the front and sometimes not. When it
doesn't come forward, the title bar still turns blue, signaling the
window is currently active.

This doesn't happen with any particular program. It seems to occur
with all of them. Any idea how I can fix this?

I do have the latest updates installed.

I'm not sure that I understand your question, but on the off chance that
it's this, try the following:

1. Get the program to not be maximized. You can use the Restore setting,
click on the Maximize button or double-click the title bar.

2. Right-click the icon on the task bar and then type "M" for Move.

3. Use the arrow keys to move left or down. Once you start using the arrow
keys the mouse will work, and you can use the mouse to move the window into
view.

4. If that didn't work, the window is probably set to a 0x0 size. Right
click on the icon again, but this time, type "S" for Size. Use the arrow
keys, then the mouse as before to resize it.
 
None of what you said applies. All of the window sizes are fine. I
can cascade them and see everything. That isn't the issue. I'll try
to use a simple example. Let's say I have WindowA and WindowB.
WindowA is in front and takes up about 1/2 of the screen. WindowB is
behind WinowA and takes up the same space. The windows are staggered
so I can see both but only part of B (b/c it is partially hidden behind
A). I click any part of WindowB to bring it forward. However, its
title bar turns blue, meaning it is active, but the window doesn't come
forward. It stays behind WindowA. I can still see it. It hasn't
moved or resized. The windows should have reversed so that WindowB is
now in front and WindowA is behind it. That didn't happen. This
problem occurs randomly.

When the problem does happen, I click the window's task bar icon once
then about a second later another time. Now the window is in front.
Hopefully that is a better description of what is happening.

If you want to emulate the initial setup, open your web browser and
size it to about 1/2 the screen or something less than the full size
but not minimized. You need to see the window. Now open your word
processor to about the same size. Put the word processor behind the
web browser so that you can still see the word processor. Click any
part of the word processor window. It comes forward and the browser
goes back...right? That happens for me only randomly.

So the problem is not that I can't see the window. The problem is
sometimes the window will not move forward and sometimes not. It
happens with any window randomly.
